Plastic Planters

Are gardening plastic planters ok to use as a mini pond? Or are they toxic?

They aren't toxic, but they have a very small surface area to volume ratio.  You can make a good filter out of pots.  A tub like this is cheap and has an excellent surface area to volume ratio.  This gives the fish lots of swimming area and excellent gas exchange at the surface.

Might work but it's kinda tall for goldfish. They like there ponds and tanks more length than depth.

Another important question . . . what (or who) do you plan to have in the "mini pond"?  Just plants?  Minnows?  Baby Goldfish?  An adult Goldfish?  Etc. . . .

Mainly a water feature, but needed a fish or two to keep up with mosquito larvae

Get some mosquito fish.  Goldfish would be very unhappy in that pot.
