Brine shrimp are easy to raise. They can grow to adulthood by just putting the eggs in a container of salt water and feeding them a tiny tiny helping of algae every few days. Easiest thing to do if you want to raise them, either to let them get eaten *gasp!* or just for the fun of it, is to go out and get a Sea monkey starter kit. (sea monkeys are another name for brine shrimp)
They live about a year or two, but they'll grow to a decent size (up to an inch) in a few months. When they're adults, they'll lay eggs in the tank, so when all the brine shrimp finally die (or when you feed them to the goldfish *double gasp!*) you can let the salt water evaporate off until it dries completely, refill the container, and new brine shrimp should emerge!
If you just do the minimum required, they'll get by, of course, but not as well as if you give their tank a little aeration, some light, and a bit of a current. If there's any significant amount of algae still in the tank, you don't need to feed them anymore.
