My Chocolate Oranda is having a little trouble swimming. His tail end keeps floating up and then he takes off and in a few minutes it happens again. Even though he is vertical he still picking on the plants and scavenging the bottom, so other than floating vertically he seems fine.

- What is the name and size of the filter/s: Tetra 60 and Bio-Wheel 350
- How often do you change the water and how much : change 10- 20 percent once a week

Hello and welcome!
I wonder if your tank has cycled completely because you are showing zero for nitrates. A cycled tank usually has at least some nitrates. An uncyled tank's water is dangerous for the fish and will have the fish swimming in this manner. Nitrites are poisonous, just as ammonia is. I should get those nitrites at zero soon as you can ,via a larger water change. It may be that the water is "thick" with bacteria and debris that cannot be seen and can only be reduced significantly with a large (as in 70 or 80%) water change. You may find that just doubling the amount of water you change out weekly (and more if your water tests for ammonia or nitrites) is all that is needed here.
Try also feeding your fish a variety of foods. Feeding the same thing every day can cause gas and floaty issues, especially true with flake food and commercial fish foods. A few peas every day for a few days( zapped in the microwave and skinned) help with gas and some floaty issues.
