Is it possible to build an above ground pond thats 500 gallons or greater with around 100 dollars? (Excluding the filter, and supplies, etc.)

The pond liner alone for my 600 gallon ran me $110.00

You can buy 500 gallon stock tanks at a farm suppy store and use that for a pond but it might cost around $200. I haven't checked prices lately.

Yeah, staying under 100 bucks is pretty impossible, unless you have connections to some supply stores, or a relative who can give you material free or cheaper. Check out Tractorsupply.com for a store near you, they have pretty good deals on those feeding troughs/stock tanks. I got my 300 gls for 180$.
