Ok, so I posted a topic about him awhile ago when he was bottom sitting, now he's covered in white spots!! I just realized that the tank isnt cycled because after my triops died I disinfected the tank with vinegar, I should have thought of that before . So, i've been doing alot more waterchanges, is it safe to raise the salt? Cause Im not sure how well bettas can take higher concentrations

What level is the salt at now?
Bettas can be a bit iffy with salt. Some are OK with it others aren't. I treated my betta with 0.3 salinty when he had finrot when I first got him, (before I found out that bettas don't always tolerate salt) and he showed no ill effects. Not sure it is advised to raise it that high though.
Whatever you do make sure you raise it gradually and keep a close eye on how your betta reacts. Have buckets etc ready to do a water change in case he reacts badly (prob a good idea to have a bucket of prepared water waiting just in case).
Also what temp is your tank atm? Raising the temp helps speed up the ich's cycle so it reaches the free-swimming stage quicker (this is the stage you can kill it through meds)

salt is at 0.1%, I recently added a light to heat the water so Im guessing its somewhere between 73 and 75 degrees, poor thing he doesnt look too good

what size tank is he in? The advice about the salt and the temp is correct. They will both kill ich. I keep salt in my bettas water all the time in a small amount and some breeders do too. It depends on prefreferance. I would slowly increase his salt as mentioned .
