Sorry I haven't responded sooner but unfortunately popeye is just as prevalent in saltwater fish as freshwater, sometimes even moreso. It can be caused by bacteria, parasites, bad water quality or physical injury. Since almost all SW fish are wild collected, I see it a lot in fish that have been injured during shipping. All that stress makes them all the more susceptible to disease also.
The best treatment is antibiotics, whether water borne or ingested. I don't know if you have access to those over where you are, though.
