I need to know how often the filters in my goldfish tank need to be changed. I've got some subtrate filters in one tank and the standard jewul green,black and blue one in another.

I'd refrain from changing any type of filter media unless it poses a danger to the fish. I'm not really familiar with substrate filters, so I hope someone helps you with that soon. 
By substrate filter, do you mean an undergravel filter?
