The simplest way is to get some brine shrimp/salt combo package from the petstore. They come in a 3-pack, and the salt is already mixed in with the shrimp eggs.
All you need to hatch them is a 2 liter soda bottle, cut the narrow end with the top off, fill it up with the amount of water recommended on the brine shrimp egg package, add the egg/salt combo and stick an airstone into the water. Thats it.
Depending on the temperature, the eggs start to hatch after a day or so. The warmer the water, the better. I leave mine at room temperature, which here in Central FLorida is around 75degrees. With slightly cooler water, they take a bit longer.
I keep mine on top of my aquarium light, that way they get some of the heat that the lamp gives off.....
And you can basically feed them to your fish the moment they hatch, or you can raise them to a bigger size by feeding them with liquifry food. Although I never tried that personally, since I raise mine mainly to feed my betta fry, and they have the right size for the tiny brine shrimp babies...
