It can be shipped to anywhere. No buts about it. If you dont want it shipped to you directly, then have it shipped to a friend elsewhere and the friend can ship it to you.

A biowheel is simply a platform for the beneficial bacteria to live on. It is typically made frmo strong [cloth/paper matererial, pleated, so that a lot of material can be compressed into a small area. The "wheel" part of it makes it so it is a cylindar - set on bearings so that it rotates in and out of the water as the ammonia/nitrite laden water passes by.
Biowheels are nice, but I think you can do just as well or better with other media to make a bacterial platform. Biowheels are the "rage" right now, but a porous sintered glass, lava rock, bio-balls, sponge, or even floss base will do just as well. I prefer the sintered glass to a biowheel ANY day.
I expect that if you wished, you could create the same effect of the biowheel by using a material - the micron filters that are sold as replacements for micron inserts in filters is excellent material and most is already pleated - and laying it along a flat surface. Run your wwater from the tank down, over the micron filter material - it will provid plenty of surface area for the bacteria to colonate.
