What size of tank are you thinking of?
Are you sure they were neons and not cardinals? Cardinals are a lot bigger than neons but more hardy.
Neons dont like new tanks, so try and home them in an established tank. They can take a wide temperature range from the mid 70s to mid 80s and cardinals prefer the higher range.
Flake food is fine with the occasional treat of bloodworm as the neon is a close relative to the piranha.
When picking your neons go for a healthy tank of them, dont pick any if theres even one or two that look small, sickly, bent spines or even washed out looking. Disease gets these guys really quick.
Always buy around 6 or more if you can.

They look like cardinals. Cardinals are a lot bigger than neons and grow to around 2 inches.
There is no hard and fast rule for stocking these smaller fiah as they dont really do much to the biological load of a tank. The general is an inch to the gallon but you shouldnt put a neon in a gallon of water.
What these fish need is swimming space and a tank of around 3 feet long is what I would recommend for them, the same with all tetras really.
So if you have a 30 gallon tank with noting else in it then you could get 20 neons or 15 cardinals.
I dont like to recommend these fish though for anything less but people do do it and if the tank is around 15 gallons then you could have 10 neons or 8 cardinals.

so how many gallons would it be for around 6 neons or 6 cardinals
and i can only have about 2 foot long tank and 1 foot wide

If thats the size of tank then those 6 will be fine and you will have enough room for other fish, for instance you could have 3 cory for the bottom, two otocinclus to eat the algae and another 6 tetras such as black neons as well.

A fluval 2+ will be adequate and a heater.
Can you use media from another filter to get a new one going or have you an old filter in mind? As ive said, neons dont like new tanks so cycling it first will be needed.
As you are starting a new tank you wont need otos until you get algae growing.
Any type of cory will be fine but albino cory are the cheapest.
All i can suggest is reading up on the fish and learning as much as you can about feeding and care.
You can even get lovely plants to grow and the fish wont eat them
A sand substrate is best for corys.
