If you saw them in the tropical section then you cant put them with goldies as their needs are different.
Did you see them in the cold tanks? They could have been medaka i think they are called. The blue in them isnt natural and is the embryo or something to do with jellyfish which glow.

Did they look like the neo tetras but different colour? 'cause there are loads of types of tetra and a few are fully blue.

Even if the fish would not eat them. They do not belong with goldies. Neon are tropical fish

Well cardinal tetras are pretty hardy after they adjust to your water. If you pH is a lot different than the petstore it may be harder for them. Also, they can not tolerate ammonia or nitrite in their water, so make sure you cycle the tank before bringing them home. You have a cycled goldfish tank, right? You can bring some media from that filter over to the new tank's filter and that will definately jump start the cycle. Just make sure you don't leave the media in the tank without fish for more than a couple hours. Its best to just move it over when you bring home the fish and are acclimating it to your water. Cardinals need to be in groups of at least 6, preferably more in order to feel safe and happy. The best small size tank would be a 10 gallon, and you'd still have a little room for a couple other smallish fish. If you only want cardinals, a 7 gallon would be the bare minimum for about 6 of them.
Tropical tanks are a lot like goldfish tanks. The only thing that is different is the heater. Cardinals like a steady temperature of 75*F-81*F.
