If you have a high enough buffer in the water, it can be difficult to change your pH much. I do not know what is in proper pH......
If you are attempting to raise your ph, what about trying some old fashioned baking soda? It will take your kH and pH both up a fair amount. It takes very little. Test some of your water and see where it gets you.... There used to be a chart around somewhere that tells exactly how much.... but I cannot seem to find it. I would suggest doing it empirically - testing it out in practice and simply measuring it.
DO you know your kH values right now?
