Basically 5 watts per gallon up to the nearest size. So a 30g tank would do well with a 150w heater, or nearest size higher available (eg 175 or 200w)

K, so my next question is simply this with the temp between 60 and 70 should I put a heater on the 29 gallon to regulate the temp

Your fish will be okay at that temp, but I find they are more active and grow better if the water's warmer than that. I also have plants with Ram's Horn Snails to keep the algae down, and their shells deteriorate if the water's not warm enough. So it's really a matter of personal preference and setup.
I have to ask as 60F is 15C, which is quite brisk in my part of the world. Is that your normal room temperature? It must be quite chilly where you are.

70 is about average room temp here, but my room is in the basement and its summertime so the air is on, and cool air sinks so it gets kinda cold, it stays about 70 but it fluxes a bit.

Ah, okay! I'd recommend a heater then to keep it at a constant and stable minimum temp. 70-72 would be fine. That way too, if you're transferring fish between tanks and tubs the temp can be stable between them as well.

I bought a 50 wat for the hospital tank and a 200 wat for the 29 gallon, the hospital tank one can be put in a tropical tank when its not in use! mwhahah I am thinking, well sorta. . . .
