It seems cloudy. Only when it's dry. I let vinegar sit in it all night, then washed the sides of it with the vinegar. It seemed to be very clear as I cleaned it but now it's back looking like it's cloudy/dirty.

Is it scratched and forever grungy looking or is it still dirty? If so, what do you reccomend for cleaning it and making it clearer?

Do you mean the glass is "cloudy" or the water? Cause once you get the glass really clean I don't see how it would be "cloudy" again. If the glass is clear empty the glass should be clear full. Now new fresh uncycled water might be kinda cloudy looking! Unless you have a layer of dryed algae or scum on the glass......could that be what you mean. In that case you might have to gently scrape the sides.
