Maybe someone with more experience will advise you, but I'll see if I can help. The most important thing in helping the fish to heal will be pristine water. Good water quality will go a long way to helping your fish heal.
Someone please correct me if I'm wrong, but aren't you really overstocked with your tank? I'm not sure how big shebunkins get, but I think the comet pretty much needs that whole 30g tank to himself.
Have you tried salting the tank?

30 gallon is enough for 3 FANCY goldfish, meaning double-tailed goldfish, cos they won't grow as big as single-tailed ones and don't swim as fast as single-tailed ones. Single-tailed goldfish (shubunkin and comet) needs at least 20-gallon each.
Btw, how u can be sure that the tail's bitten off? And how much of the tail is missing?
I think a pic would be great in assisting us helping u

D golem is right...the 10g minimum per fish is for fancies. Your comet and shubunkins are going to get huge and will require a much larger tank.
Have you tested your water? If not, can you test and post the results here? We'll need this info to be able to help you.

Try salting the tank to .03%...salt it to .01% now by adding 1 teaspoon of aquarium, rock or sea salt for every gallon. Dissolve the salt in dechlorinated water that is the same temp as your tank water. Then 12 hours later salt it with the same dosage again. Then 12 hours later, salt it again. This should bring you up to .03% dosage.
With good water quality, the salt should go a long way to helping it heal. Make sure you keep your water as clean as possible. When you do a water change, keep up with how many gallons you take out (you'll also be taking out salt) and replace that amount of salt when you add water back.
There is also a product called Melafix that helps repair torn fins. I would try the salt first though.
Hope this helps!
