I never had any luck breeding them *sniff*
I believe what they mean is, normally when you setup a brand new tank, or clean up and restart an old one, most people will "cycle" the tank and on average, it takes about a month unless you have a really fancy way (I've seen a few ways to cycle it within 2 or 3 weeks and one that supposibly takes only a few hours)

After a tank is "cycled" the Ammonia and Nitrite readings on a water test will show up as 0, which means things are all set and the good bacteria that feeds on the ammonia and nitrites is well established. By doing this, the fish will have a better life because their water quality will be near perfect and it won't stress them out or anything.
I believe there was an article on the site somewhere about it if you wanted to learn more. You can also find a whole ton of info about it through search engines as well
