In other countries it is not uncommon to see tubs of goldfish out on patio balconies. They do not necessarily use filters and things. BUt they do monitor the water carefully, have low bioload and change the water daily. It is an art to tell water parameters by the color of green - something I worked to learn for over a month. I have a glimmer, but barely more than that.
I would not say that it is easy, or wise, to run a limited volume of water without proper filtration and care. Even a huge pond, if unfiltered, can quickly become less than healthy for a fish.
