Does Amquel plus slow the cycling process of a new tank? The bottle says it doesnt but i just wanna make sure

I have not used the Amquel brand of water conditioner but they all work on the same principle. Basically, these products do not remove the ammonia/nitrite but they convert them into a non-toxic form. The ammonia/nitrites are still available to the bio-bugs that cycle your tank. So, I don't think Amquel will slow the cycling process.
