I have a 10 gallon tank for my betta and I have a 10 gallon filter. When cleaning the tank what percent of water should I remove and when should I remove it?

I would base it upon your water params. If they are perfect I would change about 10-20% a week after the tank is cycled.
If it's not cycled or you have any blips in your params, you'll have to step up the changes - frequency and/or amount based upon whatever the testing says.

Personaly i would keep it as the goldies routine, 25% water changes.
Make sure that filter current isn't to strong for your betta.If so cover
it up with a filter sponge or netting...
