im rasing guppies my ph balance is good water clear ? my guppies are swimming at the top my temp is 77 degrees and they act like there cold what could be the probrem?

Guppies should have a heater Hun, also since its only been up for 2 weeks I would check the water quality too. Ammonia, nitrites, and nitrates. I'm thinking your tank isn't cycled all the way and guppies don't like the ammonia and nitrites at all
