Can 3 dwarf puffers be kept in a 15 litre hex tank? Or a 8 gallon?

isn't it 3 gallons???
These guys should be in a 20 gallon they could get very agressive with each other and need there space and hideinf places.

dwarf puffers should be kept with 2.5 gals each in a moderatly planted tank.www.dwarfpuffers.com. try to keep 1 male to each 2 females and otos and amano shrimp are good tank mates and they love java moss and caves and places to hide.

Actually they will nip at anything else in the tank, including otos and they LOVE to eat shrimp! If you can get large enough shrimp they may be okay but Ive seen them pick at them before. They do love plants and I would recommend a larger tank than that for them, just because they do get aggressive as they grow.
The favorite food among mine has been frozen bloodworms and they also love live blackworms. They should occasionally have snails too as the crunching helps wear down their beaks.
They are true freshwater puffers, not brackish.
