Should a canister filter have a flow rate of 10x the tank volume/hour or is less acceptable?

Generally, you'll want the canister flow rate in comibnation
with a HOB filter to give you the magical 10x or better. On
my 75 gal tank I've got a fluval 404--340gph, penguin 330
--330gph and a emporer 400---400 gph for a total gph of
1070.
The big advantage with having the two(or more) is if one
goes out, you still have some filtration happening. Plus,
you can set the intakes of the filters at different levels to
remove more/different stuff in the water.
Most people will probably say less combined with another
filter. But, if the tank is smaller, you should be fine with
just the canister turning over at 10x.

In all my bigger tanks (that meaning anything over the 20Gal Mark) I have two filters, one canister that with a HOB filter makes my tanks at the 10 times an hour mark.
Plus if one goes down you have a back up till you can find another filter for the tank
