Sorry to hear that your Dad's fish isn't doing well.
To address the floating issue first, your Dad really should soak those pellets before putting them into the tank, that is a major cause of swim bladder problems. Your Dad shouldn't feed the fish for 3 days (don't worry, it doesn't do them harm, its actually good for them), then give the fish a pea (frozen, not canned, and thawed, probably cut into smaller pieces if the fish is small). The pea acts as a laxative for the fish, and your Dad should do the pea feeding once or twice every week.
As for the eye, does it look like this?.....

What fish exactly are those 4 fish - commons, comets, orandas, telescopes? If your Dad mixes commets with other, slower fish, that might be causing some problems. Did you ever see one a fish being herrassed or nipped on by other fish?
The fish could have hurt his eye on something sharp in the tank as well. Is there an ornament in it? Plastic plants with spikey or sharp leaves? Even an intake tube of the filter could cause an injured eye if the fish swims into it hard enough.
The only times I have seen headgrowth going missing on a fish is with either a pleco or algae eater in the tank, or with a bacterial problem called Hole-in-the-head. Its different from the hole-in-the-head disease that cichlids or discus get. Is there a petstore in your area, where your dad could pick up some anbibacterial medication like Kanacyn?
