in a way it does..

first of all, the water going into the pond are untreated water, thus contain chlorine/chloramine..

secondly, if u use any chemical/parasite/insecticide or fertiliser, the water will carry those into the pond and this is very deadly..

otherwise, it should be fine..

On liner or preform. It depends on how large you want your pond, and what shape. I would rather go with liner because you can decide the shape and size and aren't forced to comply with what the preform is. Also, with liner you can easily add a skimmer, which is nice. The skimmer will take most leaves right of the top but not all, they still get to the bottom of the pond.

I've been told that you can add up to 10 or 15 percent by volume of fresh/tap water and not harm the fish. Since I've had my ponds I top them off with tap water every few days to replace the loss to evaporation. Last year I had an automatic sprinkler system installed and it gets fresh water in the pond. So far I've not noticed any problems caused by the fresh water. Of course when I'm adding water using the garden hose I let it run until the water is cool and I'm not adding water that is either hot or has been in the hose for any length of time.

I would say that it depends on what kind of water you have. I have well water and don't need to treat the water before adding it to the pond or tanks. If you have city water it could cause harm depending on what the city puts in it.
