Not Sure About The Heater.
But Ive Heard The Ideal Filtration For A 30 Gallon Tank Is About 300GPH.

you might be able to get away with using a 100 watt heater but, you should probably get one that is a step up. that way it doesnt have to work quite as hard to keep the temp stable.
wichever you choose, i would suggest that you not spare a dime. make sure that it reads, "fully submersible". ive bought a few of the low end ones and each one died on me within a month or two. one even had a sizeable crack in it and was letting water slowly seep in. im glad i caught it in time, ive heard that they can electrocute your fish (and you).

oh ya and what would u say is the best way (liek brand and size of thing) to make water circulate... cuz i only have 1 airstone in the tank and i dont think its making my water circulate all the much...

I would run the AquaClear on full or the +
Goldies cope well with current and it will keep things circulating
