How do I get the ammonia level in my tank to stabalize? Right now it is between 4.0 and 8.0.

How big is the tank and how many GF do you have? How long has the tank been setup? If it's new (within the first month) it is still cycling.
So frequent water changes of 10-15% will help reduce this.
Adding an air stone/bubble wand will help out too.

Really dumb question; how do you add an air stone/bubble wand. I have Eclipse hoods or Marineland eclipse bio wheel set ups.

You will need to buy yourself a small pump and some airline to attach the airwall/bubblewall to.
The only safe way to reduce ammonia is to do daily water changes of 25-30%. Your ammonia is very high so you need to act fast. Incidently what are your nitrite/nitrate readings? Is your tank still cycling?
I would also buy a gravel vac if you ahven't got one already as cleaning your gravel this way will suck up loads of rubbish rotting in your gravel, so will help the ammonia problem.
