right now i have a small 200l/hour filter in my 29 gallon tank.
i'm guessing this isn't powerful enough
what turnover rate do i need in a filter for a tank this size?

most people would say 10x your tank size, so 290gph. I personally have done 6x before, and it seems fine.

would i be right in saying 29 gallons is roughly 110 litres? (109.8)
meaning i'll need a filter to have an output of 1100 litres per hour?
how much do filters this size cost roughly, in England.

I have 3 aquaclear 150 filters in my 29g tank and they do a good job... the max output for these is around 550 liter/hour... which means I have a flow rate of around 1,500 liters per hour.
Yep, 200 liters per hour is not enough for a 29g tank and definitively not enough for a 29g with golfish!
My suggestion for your future filter... you should know that flow rate is not the only variable, surface area is also very important look for one that has space for a lot of media (and has media in that space).

If you want a realy great filter for that tank, look at the AquaMaster's by Danner. PetsMart sells them online for a very reasonable price. I have the
350 on a twenty gallon tank and
love it. It has lots of room for extra media!
P.S. Powerheads are for undergravel filters.
